Why is my Google Ads cost per lead so high in the UAE? (And how to fix it)
Cost per lead is two numbers divided: what you pay per click, and how many clicks become an enquiry. At AED 20 a click and a 2% conversion rate, a lead costs AED 1,000. Raise the conversion rate to 6% and the same click buys a lead for about AED 333, without changing a single bid.
That is why most high-CPL accounts in the UAE are not fixed by cutting the budget or chasing cheaper keywords. Click prices here are set by competition you cannot control, and in sectors such as real estate, legal services, clinics and B2B services they are high. What you control is which searches you pay for, where those clicks land, and what Google’s bidding is told counts as a lead.
This guide goes through those in order: check the number is real, the five usual causes, how to work out what a lead is actually worth to you, and what to fix first.
First, check the number is real
Before changing anything, look at what the account counts as a conversion. Common mistakes: a page view of the contact page counted as a lead, a form counted when it loads rather than when it is submitted, the same enquiry counted twice, or WhatsApp clicks counted as leads even when nobody sends a message.
This matters more than it looks. If you use automated bidding such as Maximise Conversions or Target CPA, Google optimises towards whatever you call a conversion. Tell it a page view is a lead, and it will find you cheap page views from people who never enquire, and your real cost per lead rises while the dashboard looks fine.
The fix is to count only real actions: submitted forms, calls over a minimum length, and WhatsApp conversations that actually started. Better still, mark which leads became qualified or became customers in your CRM, and send that back to Google Ads as an offline conversion, so the bidding learns from leads that turn into revenue.
The five usual causes
1. Paying for the wrong searches. Broad match without a solid negative keyword list buys clicks from people looking for something else. A B2B software company bidding on “software UAE” also pays for “free software download”, “software jobs Dubai” and “software course”. Open the search terms report: in a neglected account, a large share of the spend often sits on searches that could never convert.
2. Showing ads outside the area you serve. By default, Google Ads can show ads to people who are merely interested in a location, not only to people in it. For a business that serves Abu Dhabi or Dubai, set the location option to people in or regularly in your target area, otherwise you pay for clicks from people researching the UAE from abroad.
3. Sending clicks to the home page. A home page is built to introduce the whole company. A searcher who typed one service needs a page about that service, with a price or a starting point, proof, and one obvious next step. Every extra menu and paragraph between the click and the form costs conversions.
4. A landing page that struggles on a phone. Most of these clicks come from mobile. A slow page, a form with eight fields, a pop-up covering the content or a phone number that is not tappable all push the conversion rate down. Landing page experience is also one of the parts of Quality Score, which affects what you pay per click.
5. The wrong language on the other side of the click. Someone who searched in Arabic and lands on an English-only page often leaves. Run Arabic and English as separate campaigns, with Arabic keywords and ads that lead to an Arabic page written for that reader, not a translation of the English one. Arabic search terms are often less contested than their English equivalents, so this can lower the cost per click as well as raise conversions.
What should a lead cost you?
Published “average cost per lead” figures for the UAE mix sectors, deal sizes and definitions of a lead, so they tell you little about your own account. A better benchmark is your own break-even figure.
Take your average sale value, multiply by your gross margin, then by the share of leads you close. A service worth AED 8,000 at a 40% margin, closing one lead in five, gives AED 8,000 × 0.4 × 0.2 = AED 640. Above that, the campaign loses money on the first sale. Below it, it pays, before counting repeat business.
That figure also tells you where to work. If your cost per lead is under break-even but the business is not growing, the problem may be after the lead: how fast someone replies. A WhatsApp enquiry answered the next morning has often already gone to a competitor who answered in ten minutes.
What to fix first
Week one: fix conversion tracking, then go through the search terms report and add negative keywords, and check the location setting. These cost nothing and stop paying for clicks that could never convert, so the effect on wasted spend shows within days.
Weeks two to four: build or fix a landing page for each main service, in Arabic and English, fast on a phone, with a short form, a tappable phone number and a WhatsApp button that someone answers. Conversion-rate gains need a few weeks of traffic to read reliably.
Then: tighten the account structure so each ad group covers one service, one language and one area, and write ads that say who you serve and give a price or a starting point. A clear “from AED” in the ad filters out the people who were only looking for the cheapest option. Only once tracking has fed the account clean conversions for a few weeks is it worth handing more control to automated bidding or widening match types.

The bottom line
A high cost per lead in the UAE is rarely solved by spending less. Count only real leads, stop paying for searches and places that cannot convert, send each click to a fast page in the searcher’s language, and judge the result against what a lead is worth to you, not against someone else’s average.

FAQ
What is a good Google Ads cost per lead in the UAE?
It depends on what a lead is worth to you, so work it out rather than borrow an average: average sale value × gross margin × the share of leads you close. Anything below that figure pays for itself on the first sale. High-value services such as real estate, legal and B2B can afford much higher costs per lead than retail.
Should we run Google Ads in Arabic or English in the UAE?
Usually both, as separate campaigns, each with its own keywords, ads and a landing page written in that language. Arabic search terms are often less contested, and an Arabic searcher who lands on an Arabic page converts far better than one sent to an English page.
How long until the cost per lead comes down?
Wasted spend usually falls within days of fixing tracking, negative keywords and location settings. Landing page improvements need a few weeks of traffic to measure, and automated bidding takes a few weeks to recalibrate after the conversion data changes.
Should we just cut the budget until the cost per lead improves?
Cutting the budget alone rarely lowers the cost per lead. The same wasted searches and weak landing page simply get fewer clicks. Fix what the money buys first, then decide the budget.
Why is our bounce rate so high on mobile?
The usual reasons are a slow page, a pop-up that covers the content, text that is hard to read, or a long form that is painful to fill in on a touchscreen. A mismatch between the ad and the page, or between the search language and the page language, has the same effect.
